Our Executive Team consists of a Managing Director and six General Managers who are responsible for People, Culture & Safety, Service Delivery, Customers & Growth, Strategy & Performance, Planning & Assets and Finance & Business Services.
Stephen Capewell
Managing Director
Steve joined Goulburn Valley Water as Managing Director in September 2020. He has more than 20 years' experience in the water industry and has a strong background in engineering, water cycle management, water operations and treatment, infrastructure planning and asset management. Steve also has experience in field operations and maintenance, as well as staff culture and safety development.
He has a focus on innovation and commerical and risk management, and engaging with and servicing regional communities. Prior to joining GVW, Steve was a executive manager at Water Corporation in Western Australia, managing an operational division of more than 600 staff members.
He has a Bachelor of Science (Hons) and a Doctor of Philosophy (Chemical Engineering).
Christina Bassani
General Manager – People, Culture & Safety
Christina joined Goulburn Valley Water in 2012 and has worked across several roles within the Human Resources area and at the Executive Team. She was appointed as the General Manager People, Culture and Safety in 2022.
Christina has 20+ years’ experience across different industries including finance, insurance, hospitality
and retail, and has worked for government agencies including local government and TAFE. She has a Bachelor of Business, Masters in Leadership and Change Management (Psychology) and is a Graduate of the Australian Institute of Company Directors.
Christina has a passion for regional leadership and capacity building and is proactive within the region, moving from the city over 15 years ago. She is passionate about developing a high performing workplace culture that is inclusive, safe and allows people to be their best whilst working as a team to deliver the best experiences and outcomes for our customers and community.
Christina is the Vice President of the Institute of Water Administration (IWA) and is the Board Chair of the Goulburn Murray Community Leadership Program.
Daniel Flanagan
General Manager – Service Delivery
Daniel joined Goulburn Valley Water in 2011 and has worked in many parts of the business, most recently as the Regional Operations Manager before being appointed to his current role of General Manager Service Delivery.
Daniel has developed a wide range of skills primarily around the design and operation of water and wastewater assets.
Daniel has a Masters in Engineering Science (Civil) and a Masters in Business Administration.
Jonno Bellette
General Manager – Customers & Growth
Jonno joined Goulburn Valley Water in February 2025 and is accountable for the customer contact, communications, community engagement, billing, trade waste and property services functions of the business. He also leads Goulburn Valley Water’s non-regulated growth portfolio.
Jonno has broad senior management experience across the water and energy industries, including strategy development and implementation, business transformation, financial management, pricing and tariff strategy and corporate development. An outcomes-focused leader, he is passionate about building high-performing teams and developing future leaders.
Jonno has a Bachelor of Business and is a graduate of the Certified Practising Accountant (CPA) Program. He is also a Non-Executive Director in the not-for-profit sector.
Karen Rouse
General Manager – Strategy & Performance
Karen joined Goulburn Valley Water in November 2024.
Prior to joinging Goulburn Valley Water, Karen held the position of of CEO and Executive Director of Water Research Australia. She brings an extensive background and wealth of knowledge in strategy, leadership, innovation and governance, along with a deep understanding of the Victorian and National water industry.
Karen has previously held senior roles with South Australia Water in Adelaide and CSIRO.
Regan Flanagan
General Manager – Planning & Assets
Regan joined Goulburn Valley Water in 2011 and has worked in both the Service Delivery and Planning teams before being appointed to General Manager Planning and Assets in 2024.
With extensive experience in the water industry, Regan has a strong background in infrastructure planning and climate adaptation, as is passionate about supporting the communities in which she works.
Regan has a Bachelor of Chemical and Biomolecular Engineering, a Master of Environmental Engineering (Water Resource Management) and a postgraduate degree in Management.
Glen Pearson
General Manager – Finance & Business Services
Glen joined Goulburn Valley Water in March 2019 as Finance Manager and was appointed to General Manager Finance & Business Services in November 2024.
Glen has extensive experience in the water industry, coming from a role as Corporate Services Manager with Icon Water. He has worked for many years in financial management, business analysis, improvement and innovation.
Glen has a Bachelor of Science and masters in Accountancy and is a member of CPA Australia. He is family and community focussed
