In 1994 Goulburn Valley Water absorbed Waranga Water Board, Deakin Water Board and the Town of Kyabram to form a regional water authority.

The photo below captures all three eras of the Kyabram Water Treatment Plant - the 1890 red brick tower, the 1928 concrete water tower and the clearwater storage tank prior to it becoming an art canvas.

Prior to Goulburn Valley Water’s inauguration, Kyabram water and sewer operations were undertaken by the then Town of Kyabram. Prior to becoming a town in 1973, Kyabram was a borough with a separate water trust and sewer.

Three years after the formation of Goulburn Valley Water, $3.3 million was spent on the replacement of the water treatment plant and the upgrade of the town’s wastewater treatment facility.

The project was among a series of improvements along the Tongala-Kyabram-Shepparton corridor.

Construction of the new plant began in April 1997 and it was officially opened on 20 May 1998 - on time and within budget.

In the winter, reclaimed water from the Kyabram WWTP (which had normally been discharged to the adjacent Coram Drain) was directed into the Goulburn River. Upgrading the plant to avoid disposal to the waterway required increasing the winter storage capacity to 224,000m³, the refurbishment of an existing treatment lagoon, inlet improvement works, rehabilitating the pumping station and the development of a new irrigation system.

Further improvement works on the water mains in Union and Edis Streets were started in May 2010. Under the project, nearly 700 metres of ageing water mains were replaced.

Kyabram became the base of Goulburn Valley Water’s Ovens and Murray western operations just prior to the works being completed, working from the current Fenaughty Street sewerage pump station site.

After the Albion Street development was complete the operations team was based at the site before relocating to Shepparton in the early 2000s.

Goulburn Valley Water recognises the contribution of Kyabram Historical Society and Eileen Sullivan in the collation of material for the historical signage at the Kyabram Brick Water Tower.
