A Plan of Subdivision is a division of land into two or more new parcels that can be managed separately. A Plan of Consolidation is a consolidation of two or more parcels into one. Only a licensed surveyor can prepare a plan of subdivision or consolidation.
Goulburn Valley Water will issue conditions depending on our Subdivision Servicing Guidelines and these need to be satisfied before the Corporation will issue Consent to Statement of Compliance.
Under the Planning and Environment Act 1987, it is not a requirement for Council's to refer two lot subdivisions to Goulburn Valley Water at planning permit stage. Anything over two lots however is referred and we will issue our conditions for the Subdivision at this stage.
All Plans of Subdivision are referred to Goulburn Valley Water under the Subdivisions Act 1988 at Certification stage via the DWELP Planning and Surveying portal SPEAR SPEAR :: Home (land.vic.gov.au). We have 28 days to respond to these applications either consenting to the plans, request alterations or further information, or refuse consent. It is at Certification stage, if conditions have not been previously issued, we will also include these.
