Under the Water Act 1989, only the owner of a non-residential property is liable for costs associated with the water account. The account is delivered to the property owner who has ultimate responsibility for payment. Some property owners may then decide to forward this account onto their tenant. Property Owners can authorise their tenants to discuss the account by completing the authorisation form.
